Levelland at a Glance

The Handbook of Texas says the town was renamed Levelland in 1922 for its topography. It became the county seat when Hockley County organized in 1921, and the oil boom of the 1950s brought a refinery, a gas plant and oilfield machine shops. South Plains College opened there in 1958. The Census Bureau's 2025 estimate for Levelland is 12,513.

Levelland Fence Permits

Levelland's fee schedule lists a $30 permit fee for accessory buildings, carports and fences (Appendix A, §7.600, Ordinance 1081, adopted September 9, 2024). Plan on a permit for a new fence, and we include it in the quote as its own line. That's different from Lubbock, where fences 7 feet and under are exempt from a building permit.

Levelland's Visibility Rules

Corner Lots

On a corner lot with a required front or side yard, nothing may stand more than 3 feet above curb grade within 20 feet of where the curb lines intersect. The code calls this the visibility triangle (§9.515(f)). Lubbock's triangle is 25 feet, so a corner fence that's legal in Lubbock may not be legal in Levelland.

Front Yards

Any fence, wall or hedge higher than a sloped line is an obstruction to view (§9.515(g)). That line rises from 3 feet above the walk to 4½ feet above the walk at the depth of the required front yard. On a cul-de-sac lot, the Building Inspector can waive the height limit for fences and shrubbery.

Screening Fence: Oil Wells and Commercial Lots

Levelland's zoning code requires a solid screening fence at least 6 feet high around every oil, gas and service well (§9.505(j)). Commercial and industrial lots next to residential zoning need a 6-foot solid screening fence or landscape screen along that line, even across an alley. The code defines a screening fence as a solid 6-foot fence or wall of wood, filled chain link or masonry. We build all three. See commercial fence for gates and security options.

Ground Under Levelland

Hockley County's soils run sandier than much of Lubbock County. In USDA soil survey data, Amarillo soils cover about 238,000 acres of the county's major components, far ahead of Acuff at about 91,000. Amarillo's official description starts with fine sandy loam or loamy fine sand on top and puts the calcic horizon 30 to 60 inches down. USDA's map puts the center of town on Portales loam, a playa-basin soil whose calcic horizon can start just 6 to 20 inches down. Sandy topsoil blows and scours along fence lines, and shallow caliche means post holes often need a drill. We plan both into the bid.
